I want to buy a VGA, and my choice fell to the VGA which already supports DirectX 10. The problem is, my budget is limited. Is there is any DirectX 10 based VGA which is very affordable?

Yes, but certainly not from the mainstream classes let alone the high end. Options that can be purchased is a VGA using ATI Radeon 2400Pro, 2400XT or 2600Pro. If you happened to find, there are several brands based VGA Radeon 2600XT that cost low enough.
For the Nvidia GeForce series, the options available are based VGA GeForce 8400GS or 8500GT. VGA GeForce 8600GT is quite cheap, but still pretty high than the previous two.
