On my computer, when I look through the software AMDPowerMonitor, it does not seem to feature active. For example lower clock from 2000MHz to 800MHz. Yet again the computer was idle.

Is the BIOS option Cool and Quiet is enabled in? If the chipset installed on the motherboard supports, it should have been supportive. If there are choices in the BIOS, select the option Enable or Auto. Once activated, the operating system you also need to set the power management. Just select Minimal Power Management option.
